Son Of Joseph Stanford Biggar & Gladys Mae Parkman

Police Officer/Public Relations Officer/Writer
Member of the Charlottetown Police Department and was the City's Motorcycle Officer

He Introduced Community Policing programs to Charlottetown and initiated the School Safety Program, assisted with the introduction of Block Parent programs and organized the first Neighborhood Watch program. He organized the first Bicycle Safety Rodeo and a Drug Awareness program.


Awarded the Solicitor General of Canada Crime Prevention Award in 1985
Awarded the Canadian Automobile Association Award for Safety in 1989
